referral to precede the Finance Committee referral for the following:          
                                                                               
SPONSOR SUBSTITUTE FOR HOUSE BILL NO. 139                                     
"An Act authorizing certain psychologists to prescribe and                    
dispense certain psychotropic medications and their adjuncts within            
the practice of psychology."
